AMERICAN RED CROSS

The American Red Cross at Fort Benning provides a variety of casework, volunteer, and educational services. Casework services include, but are not limited to, communication, verification of family emergencies, counseling on family and personal problems, and access to financial assistance for certain emergencies.

Volunteers, ages 13 and above, are afforded opportunities to work at the hospital. These volunteers can work in wards, in clinics, and in specialty areas.

There are also opportunities to volunteer at the Dental Clinic, Veterinary Clinic, Library, and teaching American Red Cross educational programs. Courses are offered in Cardiopulmonary Resuscitation, First Aid, swimming and baby-sitting.

The office is located in Building 2626, Soldier's Plaza off Dixie Road.

ARMY CONTINUING EDUCATION SYSTEM

The Army Continuing Education System provides educational opportunities through the Army Education Center located in Soldiers’ Plaza. These educational opportunities support the total Army goals, enhance the quality of life within the military community and offer personal growth experience through career development and other voluntary educational programs. In addition, Learning Centers provide computerized/multimedia resource materials to assist in training, education, professional and self-development.

The programs offered range from on-duty basic skills instruction to vocational and college programs.

On-post classes are provided through Troy State University, Upper Iowa University and Chattahoochee Valley State Community College, with Columbus State University and Columbus Technical Institute within close commuting distance.

Financial assistance is provided through Army Tuition Assistance, Veterans Educational Assistance Program, the old G.I. Bill/Montgomery G.I. Bill and various grants, loans and scholarships.

BANKING FACILITIES

Fort Benning has two full-service banking facilities, the Wachovia Bank and Columbus Bank & Trust Company, offering a full range of expected banking services; checking and savings accounts, money market accounts, loans, conventional and VA mortgages, home equity lines of credit, VISA and MasterCards, checkcards, wire transfers and capital asset management accounts.

Wachovia.Bank

The Wachovial Bank branch at Fort Benning is located in Building 109 on Wold Avenue, and a branch office is located in the Fort Benning Mall complex. The telephone number for the main office is 689-6232. Hours are weekdays 9:30 a.m. to 5 p.m. The mall branch is also open Saturday 9:30 a.m. to 2 p.m. Additional Saturday banking hours are available at the Wynnton, Peachtree, Brookstone and South Columbus branches.

First Union operates three 24-hour Automatic Teller Machines on post, two at the main office and one at the Main Mall complex. Ten additional ATMs are located throughout the Columbus area.

COLUMBUS BANK AND TRUST CO.

The Columbus Bank and Trust Company operates its Main Post facility in Building 1686 on the corner of Gaudett and Ingersoll Streets. It is open weekdays 9:30 a.m. to 5 p.m. The telephone number is 649-2622.

Saturday banking is available at the South Columbus branch, Macon Road branch and Peachtree branch 9:30 a.m. to 2 p.m. The Food Max Supermarket branch, at 5600 Milgen Road, is open 10 a.m. to 6 p.m. on Saturday. The Peachtree Mall Banking Center is open Saturday from 9:30 a.m. to 7:30 p.m, and Sunday 1 to 6 p.m. All other CB&T branches are open weekdays 9:30 a.m. to 5 p.m., and most drive-in facilities are open until 7 p.m. throughout the greater Columbus area.

CB&T also operates 11 ATMs on post, located at the Main Post branch, the Fort Benning Mall parking lot, Infantry Hall, Sand Hill and Olson Hall. CB&T operates additional ATMs at 30 locations throughout the Columbus area.

TIC FEDERAL CREDIT UNION

TIC (The Infantry Center) Federal Credit Union is a full-service financial institution that provides a full-range of low or no-cost financial services and products to active duty/retired military, Department of Defense civilian employees, government contractors, and their immediate family members who are assigned to, receive services from, or are contracted with Fort Benning.  TIC is the ninth largest credit union in Georgia.

CHILD DEVELOPMENT CENTERS

Patch Pre-School - This child care center is located on the corner of Baltzell Avenue and Lumpkin Road, and is operated by the Parents Association. Preschool care for children three and four years of age is provided. For additional information call 687-2404.

Main Post -- Located on Yeager Avenue, the Main Post Child Development Center is a full day, five-day-a-week center. McGraw -- Located on Custer Road near McBride School, McGraw Child Development Center is open from 5:30 a.m. to 6:30 p.m., Monday through Friday for children ages one to 12 years. Santa Fe Child Development Center -- Located on Santa Fe Road next to Love Dental Clinic, Santa Fe

Child Development Center is a full day, five-day-a-week center. The center is open 5:30 a.m. to 6:30 p.m. Monday through Friday, but is closed on federal holidays and weekends. Tot Town -- Tot Town is located on First Division Road. Care is provided for children three months to 12 years. The center operates on an hourly basis, weekdays 5:30 a.m. to 6:30 p.m., and Fridays to midnight. Closed weekends and federal holidays. Reservations are recommended. Central Registration for Child Care -- Central Registration, located on Custer Road next to McBride School, is the starting point for using any childcare facility on post. All children must be registered in the system. The office is open for registration 8:00 a.m. to 1:00 p.m. Monday through Friday but is closed on federal holidays and weekends. FAMILY CHILD CARE

Family Child Care is in-home care provided by an adult family member occupying government quarters. Quarters-based care can offer alternative care options for special needs that may be unavailable in center programs.

Care-givers are trained and certified by the Office of Child Development Services.

SCHOOL AGE SERVICES

The Fort Benning School Age Services program provides before and after school care for children, as well as full day care on school holidays and summer vacation. The program opens at 5:30 a.m., serves breakfast and transports children to school. In the afternoon, the children are picked up at school, given a snack and supervised during age-appropriate activities. The program closes at 6 p.m. During full time days, a lunch is served. The main center is located at Patch Hall on the corner of Baltzell Avenue and Lumpkin Road. Stowers School is serviced by the McGraw Outreach Center. Loyd School is housed at the Youth Service building on Main Post. The Computer and Homework Centers are located at Patch Hall. CIVILIAN PERSONNEL - JOB INFORMATION

Job information concerning civil service, nonappropriated fund (e.g., Officers’ Club, NCO Club, Recreation Services) and the Army and Air Force Exchange System is available at the Personnel Services Center, located in Building 85.

Nonappropriated fund applications are accepted weekdays 8 a.m. to 3:00 p.m. A drop box is located outside the service center for applications.

OTHER SERVICES AVAILABLE:

¨ Counseling and assistance concerning all matters of federal employment with particular emphasis on the qualifications required for various positions.

¨ Career counseling service and information on employment opportunities by the Family Member Advocate to assist family members of active duty military and federal civilian personnel upon relocation to Fort Benning.

¨ Individualized assistance to veterans includes counseling and access to the Georgia Department of Labor data base.

¨ A recorded message lists all appropriated fund recruiting bulletins open for receipt of applications. Changes are made to the recording on the 1st or the 15th of each month if necessary. The recording can be accessed 24 hours a day by dialing 545-7084.

¨ Recruiting bulletins are posted on the bulletin board. A copy of a specific bulletin may be requested.

COMMISSARY

The commissary at Fort Benning is one of the largest and most modern facilities in the Department of Defense.

Located near the intersection on Marne Road and I-185, it is easily accessible for both on and off-post active duty and military retirees.

The renovated commissary sales area is over 47,000 square feet. The new produce sales area has been increased 360%. The number of line items stocked has increased from 200 to over 400 items.

Additional new sections added include an on-the-premise bakery, and hot foods to include pizza and rotisserie chicken. A CB&T branch bank is also located in the store.

A new state-of-the-art cash register scanning system will be installed, as well as new check stands, to allow customers to use bank debit cards to pay for their groceries.

All customers, including military personnel in uniform, must show their I.D. at the checkout to the cashier before the order is processed.

Personal checks will be accepted with proper identification, and will be approved for up to $25 over the amount of purchase, if requested.

Telephone orders will be accepted with 24 hours advance notification for special order meat cuts, deli meat and cheese trays, fruit baskets and fruit and vegetable trays. HOUSING ON POST

BILLETING -- "HOME AWAY FROM HOME"

Currently, there are over 594 officers’ quarters and more than 3,476 non-commissioned officers’ quarters. When quarters are available, personnel will be assigned housing with the least possible delay.

Battle Park Homes, which is a civilian-owned and operated single-story apartment complex of 200 two- and three-bedroom units, is located near the intersection of Benning Boulevard and Custer Road. These apartments are open to foreign military personnel, and family members whose spouses are stationed overseas on short tours.

Government family quarters are unfurnished with the exception of a stove and refrigerator. Some items of bedroom, living room, and dining room furniture may be obtained on an exception to policy from the Furnishings Management Branch, Building 1743. Government furniture is also available for lower enlisted personnel (E6 and below) with family members who reside off post within the surrounding community.

COMMUNITY LIFE PROGRAM

Fort Benning’s Community Life Program exists to ensure an ever-improving quality of life for soldiers and family members living and working on the installation. Since its inception, it has served as the prototype for community life programs throughout the Army..

The housing areas, containing approximately 4,100 sets of quarters, are divided into six communities: Custer Terrace/Upatoi Terrace/ Battle Park, McGraw Manor, Indianhead Terrace, Bouton Heights/ Davis Hill, East and West Main Post. Once a year, each community elects its mayor who then serves as the community representative on a number of important councils. They are instrumental in conducting numerous events within their communities to foster pride and goodwill among the residents.

Each community is sponsored by a major military unit. The 3rd Brigade, 3rd Infantry Division sponsors Custer Terrace/Upatoi Terrace/Battle Park; the 11th Infantry Regiment sponsors Indianhead Terrace; the Infantry Training Brigade, McGraw Manor; the 11th Infantry Regiment, West Main Post; the 29th Infantry Regiment, East Main Post; and the 36th Engineer Group sponsors Bouton Heights/Davis Hill.

The Community Life Office is a part of the Family Support Division in the Directorate of Community Activities. It is staffed with both civilian and military personnel. Full-time senior noncommissioned officers serve as Community Life NCOs. These soldiers are the principal military point-of-contact for the mayors, mayoral staffs, and residents. All residents are encouraged to attend semi-annual town hall meetings to discuss and learn of ways to improve the quality of life for everyone. Communities are also equipped with Community Life Centers which provide offices for mayors and Community Life NCOs and also serve as meeting places for residents to conduct a wide variety of programs.

The Community Life Program assists commanders by creating and helping to maintain an atmosphere of mutual cooperation and concern for military families. It supports programs which are designed to generate interest, pride and ownership through personal involvement in neighborhood activities. The Community Life NCOs provide a formal line of communication to quickly resolve community problems. Both volunteers and full time staff work together in the Community Life Program to make Fort Benning an Army Community of Excellence.

HOUSEHOLD GOODS

Incoming personnel with personal property due in should contact the Transportation Office immediately upon arrival at Fort Benning.

Outbound personnel in receipt of reassignment orders should immediately contact the Transportation Office at 545-4900 to make an appointment to arrange for shipment or storage of household goods to avoid delays in moving.

Personnel should be prepared to provide a telephone number, quarters address or a local temporary address.

COMMUNITY HOMEFINDING, REFERRAL & RELOCATION SERVICES (CHRRS)

The CHRRS Office provides assistance to all military, their family members and Department of the Army civilians moving to the tri-community areas of Columbus, Phenix City and Fort Benning in securing off-post living accommodations.

All military personnel assigned to Fort Benning are required to report to this office before entering into any lease, rental or purchase agreement for off-post housing.

Current listings of furnished and unfurnished apartments for rent, houses for sale or rent, mobile home parks, and rooms for rent are maintained.

There are numerous apartment and single-family housing complexes in the tri-community area, some are complete with sports and recreation facilities. Most require a one-year lease for houses and a 6-month lease for apartments; however, some offer short term leases.

Several motels in the area provide special rates for military and Department of Army civilians either on an overnight or permanent basis.

SINGLE SOLDIERS HOUSING

Normally, single soldiers in the rank of staff sergeant and below are required to live in unit billets. Effective 1 July 1996, staff sergeants and sergeants are now authorized private rooms. Fort Benning is striving to place all single soldiers in their own semi-private rooms which can be decorated to taste.

All incoming bonafide single officer and senior enlisted (sergeant first class through sergeant major) personnel can apply for quarters at the Unaccompanied Personnel Housing Branch, Building 973, O’Daniel Hall. Office hours are 8 a.m. to 6 p.m., Monday through Friday, or call 545-3436/3431.

IDENTIFICATION CARDS

Presently there are two different identification and privilege card sections servicing the Fort Benning area.

The main ID card section is located in Building 2638 in Soldiers’ Plaza, providing service for permanent party personnel (with the exception of soldiers from the 3rd Brigade, 3rd Infantry Division), soldiers attending Officer Candidate School, Ranger, Airborne, Infantry Officer Advanced or Basic Courses, retirees, disabled veterans, and all family members.  Office hours are 8:30 a.m. to 11:45 a.m. and 1:10 p.m. until 4:45 p.m. MONDAY, TUESDAY, WEDNESDAY, and FRIDAY.  Hours are 8:30 a.m. until 11:45 a.m. on THURSDAY.

The ID card section for the 3rd Brigade, 3rd Infantry Division is located in Building 9058, Apache Hall, Kelley Hill.

Eligible persons seeking ID cards or DEERS enrollment for their family members must present appropriate documentation in order to be issued a card. Details on specific documentation required for eligibility and issuance of an ID card may be obtained by contacting the appropriate ID card section (Main Post facility, 545-1411; Kelley Hill facility, 544-1614; Appointments, 545-4068).

LEGAL ASSISTANCE

The Legal Assistance Division of the Staff Judge Advocate provides legal services in Building 5, on Vibbert Avenue. Powers of attorney and notarizations are on a walk-in basis, Monday through Friday, 8 a.m. to 5 p.m.

Counseling by an attorney is provided to active duty and retired military personnel and family members by appointment. Appointments are made by calling 545-3281/3282 on Friday mornings beginning at 8 a.m. Each Friday, appointments are made for the following week only. Please call close to 8 a.m. to ensure the availability of appointments.

Limited walk-in attorney consultation is available for bona fide emergencies, such as receipt of a court summons.

Legal Assistance Attorneys are authorized to prepare wills, powers of attorney and separation agreements. They can also furnish guidance on federal and state taxation, as well as on various consumer problems, including creditor/debtor and landlord/tenant matters. Limited in-court representation is also available to soldiers for certain specific legal problems.

Consultation on family law matters, such as adoptions, change of name, guardianship of minors, and divorce is also available. Discussions with legal assistance personnel are strictly confidential. Emergency legal assistance may be obtained during non-duty hours through the Installation Staff Duty Officer, 545-2218.

CLAIMS

The Claims Division, Office of the Staff Judge Advocate, is located in Room 35, Building 5.

The Notice of Loss or Damage (DD Form 1840R) that must be turned in within 70 days from date of delivery of household goods may be turned in anytime between 8 a.m. and 4:30 p.m., Monday through Friday.

Claims forms and instructions may be picked up weekdays between 8 a.m. and 4:30 p.m.

Persons with small property damage claims (10 items or less) are seen on a walk-in basis from 8 to 11 a.m., Monday, Tuesday, Thursday and Friday.

Persons with property damage claims exceeding 10 items or $1,000 in value must schedule an appointment during the afternoon. For appointments or special arrangements for emergency situations, call 545-2285/2286.

CRIMINAL LAW, VICTIM/WITNESS ASSISTANCE

The Office of the Staff Judge Advocate provides liaison services to crime victims and potential courts-martial witnesses. The victim/witness liaison officer serves as a point of contact and will refer victims or witnesses to agencies which can provide necessary counseling or other services. The victim/witness liaison officer may be contacted by calling the Criminal Law Division at 545-3185. After duty hours, assistance may be obtained by contacting the Installation Staff Duty Officer at 545-2218.

TRIAL DEFENSE SERVICE

As most service members are aware, officers of the Judge Advocate’s Corps are available for consultation and representation for active duty persons concerning military criminal law matters including Article 15 counseling. Also assistance and representation is available for administrative discharge problems. These services can be obtained from Trial Defense Service in Building 65 located on Wold Avenue. Appointments are necessary and can be made by calling 545-2175.

LIBRARIES

SAYERS MEMORIAL LIBRARY

Sayers Memorial Library provides public library services for the recreation and information needs of the Fort Benning military community. The library, located in Building 93, has 14,000 square feet, filled with 50,000 books, 227magazines, 17 newspapers, 1,200 videocassettes, 200 compact music disks and 250 audio cassettes.

The public services personnel fill inter-library loan requests using the computerized national library network OCLC. The library offers computer searching for magazine and newspaper articles. Three computer rooms are available for word-processing. Public domain software is available for copying. Coin-operated copy machines are available for patron use.

USAIS DONOVAN TECHNICAL LIBRARY

The USAIS Donovan Technical Library, located in Infantry Hall, Building 4, Rooms 101 and 102, provides reference, research, information, inter-library loan and bibliographic services to students, faculty and staff of the Infantry School. There is a comprehensive collection, covering more than 160,000 items, with emphasis on infantry subjects. The collection includes books, periodicals, after action reports and lessons learned from World War II, Korea and Vietnam, archival materials, students’ staff studies and monographs, programs of instruction, technical reports, maps and official publications.
Additional services available include computerized access to more than five million Department of Defense documents, low/mid-intensity conflict collection, micro-computers, typewriters, group study areas, microfilm and microfiche readers and reader-printers, and copiers. Computer searches are conducted in support of the Infantry School mission requirements.

LONG DISTANCE TELEPHONE CENTERS

Need to make a long distance call? Or send a telegram? The PX has two long distance telephone centers located at Sand Hill in Building 3218 and in the Mini Mall, Building 1713, Main Post.

POST EXCHANGE

The Post Exchange Main Store offers a wide variety of items at very reasonable prices for service members, their families, and the retired community. The Main Store is open seven days a week. Store hours are 9 a.m. to 9 p.m. daily, and 10 a.m. to 7 p.m. on Sunday.

The mall also includes a barber shop, beauty shop, flower shop, optical shop, travel agency, one-hour photo, laundry & dry cleaning, watch repair, amusement center, bank, and a number of temporary vendors.

Food service available includes Anthony’s Pizza, Burger King Express, Frank’s Franks, Robin Hood Sandwiches, Baskin Robbins Ice Cream, Royal Chopstix, and game room.

In the past year, the facility added an appliance store, expanded the garden shop and renovated a large portion of the store to better provide the merchandise customers need.

EQUIPMENT RENTAL

The Main Post Equipment Rental Shop located in Building 1713 near the Mini Mall provides a wide variety of items for rental to include VCRs, camcorders, typewriters, washer-dryers, lawn mowers and garden items, rug shampooers, and many other items at a low, reasonable rental rate.

EQUIPMENT RENTAL

The Equipment Rental and Storage Office offers canopies,  tables and chairs, smokers and cookers,  and a variety of sporting equipment for rent. Also available is a secured storage area for recreational vehicles and locker storage modules in a variety of sizes. Registration for use of the Lemon Lot sales area is available here.

MILITARY CLOTHING SALES STORE

The MCSS operates seven days a week for the customer’s convenience. In addition to clothing needs, it also carries a large selection of books and supplies for the "student soldier."  An annex is located in Building 3355 in the Sand Hill area.

MINI MALL SHOPPETTE

The Mini Mall on Wold Avenue recently added a sports store. The new facility is one of the largest stores of its type on any military installation and provides a wide variety of food, sportswear and equipment and convenience items, plus long hours seven days a week. It includes a huge walk-in cooler for all your beverage requirements. In addition, there is a large video rental section with a good selection of tapes for home viewing.

For your convenience, Western Union is located at the corral check-out counter.

Fort Benning has gas stations at the Main Mall Post Exchange, Harmony Church, and Main Post. The Mall Service Station also provides a variety of car maintenance and repair services to include tires, batteries, oil changes, and other minor repair jobs.

 

WYNNSONG 10 THEATER

The PX operates a new 10-screen theater with first run movies on Main Post. The Bayonet will have the latest schedule of showings.

TROOP STORES AND SNACK BAR

The PX operates a range of stores throughout Fort Benning from the large Sand Hill Mini Mall with a retail store, snack bar, and variety of other services to small troop stores, snack bars, barber shops and other services.

PACKAGE BEVERAGE STORES (CLASS SIX)

The Main Post Class Six, across the street from the Burger King, carries a wide selection of alcoholic beverages to include spirits, wine, and beer. Shoppette Class Six is located at the Main Mall. This facility carries a wide variety of both alcoholic beverages and shoppette type items for the customer’s shopping convenience. The spirits area is located in a separate room with no one under age 21 allowed access. For your convenience, some shoppette items such as bread, milk and automotive items, were recently added.

POST OFFICE

The U.S. Post Office Fort Benning Branch is located in Building 110, on the corner of Vibbert Avenue and Hall StreetIn addition to the Main Post office, there are five contract branches located at Kelley Hill, Watkins RD ,Martin Army Community Hospital , Sand Hill, Custer TerraceCuster Terrace  and Infantry Hall. Window service is available at the main post office weekdays 8:30 a.m. to 5 p.m. and 10 a.m. to 2 p.m. Saturdays. All regular U.S. Postal Services are available to include purchase of money orders, package mailing and the purchase of all mailing supplies. All substations are closed Saturdays and Sundays.As many as 1,625 post office boxes are available for rent in the main post office to military (active duty and retired), their family members and Department of the Army civilians.Daily mail service to quarters, and the processing of passport applications, 9 a.m. to 4 p.m. weekdays, are features of the Fort Benning Branch of the Post Office.

PUBLIC AFFAIRS

The Public Affairs Office serves as Fort Benning’s primary point of contact for all media and community relations, and welcomes Fort Benning story suggestions.

The Media Relations Office works closely with local and national media representatives (television, radio, newspapers, magazines, etc.) to tell the Fort Benning story. Soldiers and civilian employees should refer media representatives to the PAO for clearance.

Community Relations is another key function of the PAO. Coordinating tours of the installation, arranging Army participation in local events and working with youth groups, schools and other community type organizations are only a few of the many ways in which the PAO serves as a vital link between Fort Benning and the civilian communities of Columbus and Phenix City.

Command Information is the internal distribution of information to better serve the people of Fort Benning. The post’s weekly newspaper, The Bayonet is written and edited by the Public Affairs Office and printed each Friday by a local civilian enterprise. Contributions in the form of articles, photographs or artwork are solicited and encouraged. Command Information also produces a television program which airs on CVI Cable.

THE BAYONET

The Bayonet On The Web (Ft. Benning, GA)

Fort Benning’s weekly authorized newspaper, The Bayonet, publishes command information news stories, features and sports articles. All post housing units receive a free copy on Friday mornings. The Bayonet is available through open racks located all across Fort Benning, and is also available by subscription for a nominal fee.

The Advertiser Company is the contract printer, handling the business functions including advertising sales, production, distribution and subscriptions. Its office is near post at 1819 South Lumpkin Road, 682-3346.

USAIC TV

The U.S. Army Infantry Center Command Information Television Channel can be seen on Fort Benning’s Cable System around the clock.

The weekday schedule includes "Fort Benning Today," Fort Benning’s own news magazine show, various specials and the Fort Benning update, which includes video announcements and free classified ads with news and music from the Soldiers Radio Satellite Network.

SCHOOLS

FORT BENNING SCHOOLS

The Fort Benning School System is dedicated to offering top quality educational programs for children of military personnel living on post. Six elementary schools and one middle school provide a wide variety of educational experiences for students in kindergarten through eighth grade.

Educational programs are designed to serve the unique needs of military families. Special emphasis is placed on accepting children at their current achievement levels and challenging them to process as much as possible while they are in the Fort Benning schools.

Fort Benning schools are fully accredited by the Southern Association of Colleges and Schools and the Georgia Accrediting Commission. Continuing accreditation promotes a systematic, ongoing evaluation and improvement of the schools under the standards and guidelines of these two accrediting agencies. Accreditation is viewed as one facet of the system’s commitment of quality programs for children.

Fort Benning schools operate under the direction of a school board which is made up of parents elected to serve from each school community.

Parental involvement in the educational process is actively sought by the school system. Each Fort Benning school has a parent-teacher organization which brings parents, teachers and administrators together to work for increased educational opportunities.

Eligibility to attend the Fort Benning schools is based upon residency and age. Students must reside on post or have a billeting assignment for occupancy that will occur within 90 days. The student must be four-years-old on or before September 1 of the current year to enter pre-kindergarten. Students who do not meet the age requirements but have successfully completed an approved public school or a state/regionally accredited private school kindergarten program will be considered for admission to first grade.

Fort Benning’s high school students receive educational services at Spencer High School, a school brought about through the cooperative efforts of the Army, the Muscogee County School System, the Chattahoochee County School System, the State of Georgia and the U.S. Office of Education. Students in grades 9 to 12 should apply for admission to Spencer High School at the Columbus Roberts Center on Brown Avenue or call 649-0626.

SPECIAL PROGRAMS

Programs for exceptional children are offered primarily within the Fort Benning schools and include services for children with specific learning disabilities, mental handicaps, emotional behavioral disorders and speech-language disorders. Services are also provided for our three and four year old handicapped preschoolers. The needs of some children may require additional services provided through programs available in the Muscogee County School System. Sponsors of children needing special education services should contact the director of special education at the Fort Benning School System’s administrative office at 545-5520.

Programs for Benning’s elementary and middle schools’ gifted students are provided in self-contained classroom settings for elementary children and resource rooms for grades six to eight. English as a Second Language programs assist children in attaining proficiency in English. School counselors and nurses work in each school to provide services to all children.

PARENT-TEACHER ORGANIZATIONS

Fort Benning parents are encouraged to seek membership in the Fort Benning parent-teacher organizations. Meetings feature guest speakers to cover various topics of mutual interest concerning parent-child and teacher-child relationships.

VETERINARY SERVICES

Veterinary Services at Fort Benning, located on 10th Mountain Division Road in Building 265, are divided into two branches. The Veterinary Treatment Facility Branch of Veterinary Services provides authorized outpatient type services to privately owned animals which are required to effectively prevent and control infectious animal diseases. The Food Hygiene Safety and Quality Assurance Branch of Veterinary Services insures wholesome food for the military community.

Services for privately owned animals at the veterinary facility include vaccination programs, treatment of transmittable diseases, on-post pet registration, health certificates for travel, impoundment, quarantine services and means to humanely euthanize and dispose of ill and unwanted pets.

Diagnostic procedures are also available which include heartworm testing, and feline leukemia testing. All vaccines and medications will be paid for by the owner. Privately owned animals requiring after duty emergency treatment, surgery, radiology or hospitalization will be referred to civilian veterinary hospitals.

The Food Hygiene Safety and Quality Assurance Branch of Veterinary Services issues wholesome food for the military community by performing inspections upon receipt, storage, at issue or sale of all edible items. Consumer complaints of poor quality subsistence can be addressed by calling 545-3088/6466.

ANIMAL IMPOUNDMENT/ADOPTION FACILITY 

The animal impoundment/adoption facility is located next to Veterinary Services. Stray pets are impounded here and unless claimed, or have identifiable owners, are only kept three full working days. Unowned pets may be adopted and make excellent companions and family members.

People may also place their pets up for adoption for a minimal fee. People interested in viewing pets need to check with veterinary personnel before doing so. For information or appointments, call 545-4444/1127.

Veterinary Services is open Monday through Friday, 8 to 11:30 a.m. and 12:45 to 3 p.m. for over the counter sales. Patients will be seen by appointment only.

VOLUNTEER RESOURCE CENTER

The Volunteer Resource Center is a unique organization designed to promote volunteerism in meeting community needs. The office assists all community agencies to recruit, train and recognize volunteers and find people who are willing to help.

VRC is manned by one Department of the Army civilian and a volunteer staff. Information on opportunities ranging from a few hours on an occasional basis to ongoing jobs requiring specific skills and responsibilities is available from the staff at Building 359, Family Unit Network Center, weekdays 8 a.m. to 5 p.m. Call 545-5602.

POST REGULATIONS

CONTROL OF CHILDREN

Guidance on Fort Benning’s rules for controlling children can be found in USAIC Regulation 210-5. The regulation establishes a daily curfew for children under 18 years of age between the hours of 10 p.m. and 5 a.m. During those hours, children must be in quarters or under the direct supervision of a parent or adult guardian. Children under 12 years of age will not be left unattended in government quarters. Children under 8 years of age will not be left unattended in vehicles. For further information on these and other installation rules, read USAIC Regulation 210-5.

FIREARMS REGISTRATION Soldiers' Plaza

All privately owned firearms maintained on the installation, in family housing or unit arms room, must be registered with the Provost Marshal Vehicle/ Firearms Registration Office within 72 hours of arrival on post or within 72 hours of obtaining the firearm, at Building 2637. Firearms obtained at a later time may be registered during normal duty hours.

Personnel temporarily bringing a weapon onto post for the purpose of hunting are not required to register their weapons, but must obtain and possess a valid Fort Benning hunter’s permit. Members of the Fort Benning Rifle and Pistol Club who bring a firearm on post for target practice are exempted as long as they have a current Fort Benning Rifle and Pistol Club membership card and carry it with them.

Storing weapons in automobiles or carrying concealed weapons is strictly prohibited on Fort Benning. Weapons will be stored only in family housing or unit arms rooms.

No weapons will be transported on Fort Benning with a loaded round in the chamber or with a loaded magazine clip affixed into the weapon load chamber. Handguns will not be concealed in glove compartments, under seats, or in any other way. Weapons will not be left unattended in vehicles. Authorized handguns (pistols and revolvers), shotguns, rifles, or bows and arrows will be transported in the trunk of the automobile to the ranges or hunting sites. In those instances where a vehicle does not have a trunk, or the storage space is not adequate to accommodate firearms, the weapons will be carried in the vehicle in such a manner that makes them readily observable by enforcement personnel.

VEHICLE REGISTRATION

Personnel arriving on Fort Benning for duty are required to register their motor vehicle(s) within 10 working days. Normally this is accomplished during in-processing at the Vehicle/Firearms Registration Office, Building 2637.

All military (active duty and retired), Department of the Army civilians, or any person who resides, performs duty, employed on or frequently uses Fort Benning facilities are required to register their motor vehicle(s).

Unregistered vehicles will not be operated, stored or parked on Fort Benning. Anyone in violation of this rule will be ticketed.

The Vehicle/Firearms Registration Office is open Monday, Wednesday and Friday from 8:30 a.m. to 5 p.m., and Tuesday and Thursday from 8 a.m. to 5 p.m.

When registering vehicles, the following items are required:

¨ Valid military identification card (active duty or retired military) or DA civilian identification card or recent pay voucher for DA civilians.

¨ Valid state driver’s license.

¨ Current state vehicle registration.

¨ Proof of vehicle insurance.

Temporary registration may also be obtained.

MANDATORY SEAT BELTS

The wearing of safety belts (lap and shoulder as provided) in government owned or privately owned vehicles is mandatory for all personnel while operating or riding in vehicles on Fort Benning or its satellite facilities. Exempted from this requirement are military-design tactical motor vehicles that are not equipped with restraining devices and privately owned vehicles manufactured before January 1, 1964. Georgia State Traffic Laws require children under the age of four years to be restrained with approved child restraint devices at all times when a vehicle is operated. By order of the commanding general, persons are prohibited from riding in the back of an uncovered pickup truck.

The Utility Coordination Center is designed to provide a one-stop service to the soldier when in-processing. A soldier may have water, electricity, gas and telephone services initiated. In most cases, a deposit is not required if the soldier has good credit. Soldiers clearing post can have their utility services terminated and receive an estimated final bill, which can be paid at a post banking facility. Upon presentation of a paid receipt, the UCC will then initial the clearance forms.

The Family Unit Network (FUN) Center serves as an information resource center for Commanders, Rear Detachment Commanders and Family Support Group Leaders on matters relating to family support through the Family Support Group (FSG) Coordinator's office, which is housed in the FUN Center, and also promotes volunterrism by recruiting, training, and recognizing Fort Benning volunteers. The FUN Center provides an auditorium for support group meetings and a resource center equipped with a copier and computer for use by support group leaders and volunteers. The FSG Coordinator serves as a liaison between unit representatives and installation agencies as appropriate and offers quarterly training and monthly workshops to all FSG volunteers, commanders and family members involved in the family support program. Additionally, offices for the Chief of the Family Support Division, the Installation Volunteer Coordinator, the Community Life Officer and the Child Development Services Coordinator are also housed in the FUN Center. SCOUTING

The Boy Scouts offer a youth program for boys ages seven to 21 through Cub Scouts, Boy Scouts and Explorers, and for girls ages 15 to 21 in the Explorer program. These programs give youth the opportunity to learn and participate in activities that would otherwise not be available. There are 25 units and more than 1,200 scouts in the Fort Benning district. In addition to the meetings and other activities, there is a scout camp at Fort Benning.

Girl Scouting highlights a girl developing her self potential, relating to others and contributing to her community. Through troop activities and programs, young girls learn leadership and skills that will last them a lifetime.

All girls between the ages of five and 17 years of age are eligible to join. Troops are formed according to the age level: Daisies, Brownies, Juniors, Cadettes and Seniors.

Youth Services
As of Jan. 2000, Youth Services became the Middle School and Teen Program. This program provides leisure time recreation programs which are designed to meet the needs and interest of youth family members ages 11 through 19.

Various leisure time recreation activities for younger family member throughout the year, i.e., visit Santa, Post Easter Egg Hunt and Halloween activities are examples of activities.

All classes and sports programs are open to youth family members age 4 through 15.

The Main Center, located on McIver Street, has a Snack Bar, Gymnasium, Outdoor Swimming Pool and an 18 x 24' NASCAR Race Track. The center also features a waiting area for parents and younger children who have brother or sisters in our various classes.

Programs include Ballet, Piano, Tae Kwon Do, Baseball, Football, Basketball, Cheerleading and Soccer. Special events and theme parties are scheduled throughout the year. Youth Services host a Post Carnival each year around the month of April. The Carnival consists of 25 to 30 rides, various game booths and food concessions.

RELIGIOUS FACILITIES & SERVICES

The religious program at Fort Benning is one of the most comprehensive in the Army. Twelve chapels and chapel related facilities are strategically located on post and at Camp Merrill in Dahlonega, Ga.

The Fort Benning unit ministry team consists of thirty-one chaplains, thirty-two chaplain assistants, one Department of the Army civilian, two Directors of Religious Education, several nonappropriated fund contractors, and over 2,000 volunteers.

In addition to Protestant, Roman Catholic, Jewish, and Moslem services, denominational services are conducted for Latter-Day Saints, Episcopalians, Lutherans and Pentecostals. Styles of worship include traditional, gospel, and free church traditions.

The Religious Education Center provides religious education and training programs for unit chaplains and major faith groups. The two full-time directors (Catholic and Protestant) coordinate with the chapel programs to provide a Protestant Sunday school and a Sunday Catholic Confraternity of Christian program, Bible studies and denominational instruction.

These activities are supplemented with Protestant Women of the Chapel, Military Council of Catholic Women, Protestant and Catholic youth groups, single-soldier groups, and weekly prayer breakfasts and soldier retreats.

The Chaplain Family Life Center, located at Soldiers’ Plaza, is staffed with trained and certified marriage and family counselors. The Center offers a variety of family enrichment programs, parenting skill classes, and couples communication seminars. They also provide "Rainbows," a grief recovery program for children. Since 1994, Fort Benning has hosted the Chaplain Family Life Training Program, sponsored by the Chief of Chaplains. In conjunction with Columbus State University and The Pastoral Institute, five chaplains each year will receive specialized training in family life ministry for Army-wide implementation.
